Where do the rates come from?
From the European Central Bank. It publishes one set of reference rates each working day at around 16:00 Central European Time, and that is the figure shown here, together with its date.
Are the rates live to the second?
No. They are daily reference rates, not the tick-by-tick interbank market. For an actual trade or payment, use the rate quoted to you at that moment.
Why does my bank give a different figure?
Banks and cards add a margin to the reference rate, usually between one and three percent, and often a fixed fee on top. The ECB rate is the floor, not the price you pay.
